It is extra-governmental (but inextricably tied to it...who else would mangle, I mean, examine, your packages and mail for anthrax and explosives to keep you safe?) It is not supported by taxpayers except for being compensated for special mailings like election materials and a few other services it provides the government, such as in rural offices where there are no other government offices.
